I'm gonna go with common sense to help answer these, because I've been through a LOT of betas.

Queston 1: Medals get you a free copy of the game on release, or an invitation to be part of the dev team in whatever area you earned (take Drakon, for example). Devs can try the current test build by default, typically. Details on pre-orders haven't been released. They did say that a beta will be open for everyone in due time. Check the timer on the right-hand side of the forum page for a deadline they are attempting to go by (to my knowledge).

Question 2: It's extremely likely that they'll have scheduled tests to test different parts of the game. The servers WILL crash, the game WILL screw up, and the schedule WILL be altered on the fly. It's a beta, it happens every time. There will also be times where it will be open "indefinitely" for people to play on and them to monitor. When that happens, the servers might crash and they'll spend hours, sometimes days fixing it. Your SOLE PURPOSE as beta testers is to break the game/server and report problems. It's called Quality Assurance, not pre-release game time.

I'll do a much bigger speech on proper beta testing and quality assurance when the time actually comes.

Level 1 medals just let you customize ship logos.

Level 2 gets you a free copy of the game.

Level 3 lets you get unreleased content.

Am I right?

For the most part. A level 3 medal basically gets you into the "developer circle". The exact benefits would change per-person, because if you get a level 3 medal, you're probably pretty freakin' dedicated as it is, and skilled. But the least you'll get is an early test version, or invitations to events that nobody else would usually get in. Typical VIP stuff.

A demo will be available to all. No exceptions there. Pre-ordering the game will get you frequent updates to the beta and also a very friendly price for the beginning.
